Heavy rainfall and strong winds were brought by a Low Pressure Area and subsequent tropical cyclones. Flash floods occurred in Zamboanga City after the trough of the Low Pressure Area affected eastern sections of Visayas and Mindanao. The Low Pressure Area later developed into Tropical Depression Luis, which caused flooding in low-lying areas, particularly in the Cagayan Valley Region.
