A platform for sharing risks was established in 2021, co-led by the Ministry of Foreign Affairs of the Netherlands, the International Committee of the Red Cross, and InterAction. This platform aims to improve how organizations share risk to better support affected people. National and international non-governmental organizations, entities of the International Red Cross and Red Crescent Movement, United Nations agencies, and signatory governments are involved.

The idea for a risk-sharing framework emerged during a global meeting of risk-sharing experts in early 2021. Discussions led to the development of this framework, which is intended to enhance the impact of humanitarian action. Further details about the framework and its goals are available.
